Board Of Directors . . .
Board members must be property owners or residents of the District. The Board includes five individuals elected by the community, each committing to a four-year term. Responsibilities of the Board include the determination of District policies, approval of the annual budget, construction contracts, establishment of rates and fees and a variety of other business. Meetings are held on the second Wednesday of each month at 6:00 pm and are open to the public.

Robert Chapman, Chairman Bob has over forty years of experience in facilities contracting and has served on the Board since 1996. In 2005 he received the “Outstanding Board Member” award from the Special District Association for his contributions to the District. Bob and his wife, Mary Ann, have been residents of the Pinery since 1993. His key concern is that the District continues to have adequate water supplies for the future.

Rod Yoakam, Secretary Rod has served on the Board since 1996. His special area of interest with the District is to work on insurance, benefits, safety and employment issues. Rod was in the insurance business for 40 years as an independent agent with various companies, specializing as a fidelity-surety and underwriter/ producer. Since retiring in 1991, he has served on the PHA Board, Moderator of Hilltop UCC Church, volunteered at the Denver VA Hospital, and been a reading mentor for elementary school children. Rod and his wife, Ellie, have been residents of the Pinery since 1980.

Bob Greene, Treasurer In his 10 years of service on the Board, Bob has concentrated on the financial aspects of the District. He is focused on making sure that new development pays for itself and does not place a financial burden on existing customers. Bob has also been integrally involved in several recent bond issues to help finance new facilities for the District. Bob and his wife, Irene, enjoy traveling and spending time with their grandchildren.

David C. Eyre, P.E., Director Dave and his wife, Sonia, have lived in the Pinery since 1992. He was first elected to the Board in 1996. Dave brings years of engineering experience and credentials, as well as an acute awareness of budget and operational efficiencies to the Pinery Board. He is currently a Facility Engineer for the Colorado Army National Guard and a Lieutenant Colonel, previously traveling and working in Afghanistan and Germany.

Stuart Fonda, Jr., Director Stu is our newest Director. He began his term in May 2006. He and his wife, Hazel, have been Pinery residents since 1979. His knowledge of the community and its history has enabled him to quickly come up the learning curve and contribute. Prior to moving to Colorado, Stu was the Chief of Hydraulics & Hydrology for the Corps of Engineers in Illinois with responsibility for Corps water projects in 5 states.
